About the Authors
JEFFREY L. BEARD is the President & CEO of the Design-Build Institute of America (DBIA). The DBIA is a 501 (c)6 nonprofit association dedicated to promoting the process of design-build project delivery and to supporting design-build entities that practice design-build throughout North America. DBIA is a broad-based, member-driven organization comprised of architects, engineers, constructors, specialty contractors, owners, and other professionals who are committed to best practices for integrated design-build-finance.
Mr. Beard has over 25 years of management and policy experience in the design and construction industry, including project management, contract administration, governmental relations, issue analysis, product development, and program implementation. His experience embraces both the design and construction sectors, including responsible-in-charge positions with industry organizations and with trade/professional associations serving the A/E/C community.
Jeffrey Beard serves on the Board of Directors of the Lean Construction Institute; the McGraw-Hill Design-Build Magazine Editorial Advisory Board; the CSI-DBIAJoint Venture Board; and the Design-Build Institute of America (ex officio). During 1994, in conjunction with the Georgia Institute of Technology, Mr. Beard created the annual Professional Design-Build Conference, which has become the largest conference dedicated to integrated facilities delivery in the world.
Mr. Beard holds a bachelor’s degree in communications and political science from Rutgers University; a master’s degree in planning (concentration in facilities planning) from the University of Virginia School of Architecture; and has completed coursework in architecture at the University of Maryland. In his rare spare time, he is restoring a streamline Chris Craft express cruiser (a 1939 design originally done for the New York World’s Fair).
MICHAEL C. LOULAKIS, ESQ., is a senior shareholder in the Vienna, Virginia office of Wickwire Gavin, P.C., a national law firm which specializes in the representation of domestic and international clients on construction-related matters. Since joining Wickwire Gavin in 1979, Mr. Loulakis has represented clients on projects around the world in the power, telecommunications, healthcare, public facility and transportation sectors of the construction industry. His role on these projects ranges from advising owners about project delivery systems to contract drafting, claims administration, and dispute resolution.
Mr. Loulakis is widely known for his expertise in the design-build process. He has been the lead counsel in the drafting and negotiating of design-build contracts on numerous high visibility projects around the country, as well as for projects in Mexico, Ireland, and Pakistan. In addition to his contract work, Mr. Loulakis has had substantial involvement in assisting public owners such as the Federal Bureau of Prisons and Bay Area Rapid Transit (BART) in developing best practices for their design-build programs and projects. He also represents numerous contractors and design professionals around the country by providing strategic planning, training, contract drafting, and conflict resolution advice on their design-build programs.
A frequent and highly regarded public speaker and author on design-build, Mr. Loulakis has written over 100 publications on project delivery systems and construction law, including the “Legal Trends” column in Civil Engineering magazine, which he has written for almost 20 years. Particularly noteworthy are two books that he has co-authored for Aspen Law Publications, The Design-Build Contracting Handbook and Construction Management: Law and Practice. One of his most recent and innovative works is the development of an interactive CD-ROM program entitled Construction Project Delivery Systems: Evaluating the Owner’s Alternatives, produced and distributed by A/E/C Training Technologies. This critically acclaimed program provides a comprehensive review of all major project delivery systems and has been used by organizations around the country as a tool for design-build training. He also is the author and publisher of Design-Build Lessons Learned, an annual publication that reviews design-build case law from around the country.
Mr. Loulakis graduated with honors from Tufts University with a B.S. degree in civil engineering. Before earning a Juris Doctorate from Boston University School of Law, he practiced as a geotechnical engineer with a consulting firm in the greater Boston area.
EDWARD C. WUNDRAM received a B.S. degree in architecture from the Georgia Institute of Technology. He has over 35 years of professional practice in design and procurement of major public facilities, including 25 years utilizing performance based specifications for the acquisition of building systems and complete facilities. Mr. Wundram has considerable experience managing large public projects as the design coordinator of an international architectural, engineering and project management firm. He was the administrator for a system-building program for the Portland Public Schools from 1970 to 1972 and was responsible for the start-up of an Anglo-American construction management firm (Heery-Farrow, Ltd.) in London during 1976 and 1977.
Since 1980, Mr. Wundram has been a sole proprietor and principal of his own firm (The Design Build Consulting Group, Beaverton, Oregon), limiting his professional practice to project management and the administration of design and design-build competitions for public facilities.
In addition to his professional practice, Mr. Wundram often lectures at universities and colleges on the design-build procurement methodology. Over the last several years, he has lectured at Georgia Tech, Arizona State University, University of Iowa, University of Wisconsin-Madison, and the University of Montreal. In 1996 and 1997, the Construction Specifications Institute (CSI) and the Construction Information Group (CIG) of The McGraw-Hill Companies engaged him to deliver a series of six lectures on design-build procurement for owners, designers, builders and manufacturers’ representatives throughout the country. His most recent publications include articles in The Construction Specifier, “Improving Your Chances of Winning Design-Build Competitions” (February 2000), and “The Right Way to Write a RFQ” (August 2000).
