About the Authors

Frankie Perry, RN, LFACHE, has held senior positions in both nursing and hospital administration. She served as assistant medical center director of Hurley Medical Center in Flint, Michigan, for several years. In addition to her hospital experience, she served as executive vice president of the American College of Healthcare Executives (ACHE) and as a national and international healthcare consultant with engagements in Cairo, Egypt; Doha, Qatar; and Mumbai, among others. She is a well-published author of articles on ethics and healthcare management and was a 1984 recipient of the Edgar A. Hayhow Award for Article of the Year awarded by ACHE. Her book The Tracks We Leave: Ethics in Health-care Management, was published in 2001 by Health Administration Press, and Management Mistakes in Healthcare: Identification, Correction and Prevention, co-authored with Paul B. Hofmann, DrPH, FACHE, was published by Cambridge University Press in 2005. She currently serves as adjunct faculty for the University of New Mexico. In addition, she teaches an online seminar, “Management Mistakes, Moral Dilemmas and Lessons Learned,” for ACHE. In 2008, she was the recipient of a Regent’s Award and, in 2011, she received the Lifetime Service Award, both awarded by ACHE. She is a past member of the board of directors for the Commission for the Accreditation of Health Care Management Education.

James A. Rice, PhD, is an internationally recognized authority on healthcare policy, governance, and strategy development. He is director of a large international leadership development program with Management Science for Health. Dr. Rice also serves as vice chairman of The Governance Institute. He holds faculty positions at Cambridge University and the Program in Health Administration at the University of Minnesota’s School of Public Health.

At Integrated Healthcare Strategies, he led the Governance & Leadership Services practice, focusing his consulting work on strategic governance, visioning for health sector and not-for-profit organizations, leadership development for physicians, strategic capital financial planning, mergers and acquisitions, and enterprise risk management analyses for physician–hospital joint ventures.

Prior to these positions, Dr. Rice was a senior officer of the largest integrated healthcare system in Minnesota. He has also worked with numerous US arts organizations, colleges, and universities on governance and strategy development.

Dr. Rice has authored articles in publications such as Modern Healthcare, Trustee, the Harvard Business Review, and the Journal of Health Administration. He has lectured extensively on health policy issues, governance, and strategic planning, and he has conducted board retreats across the United States.

Among Dr. Rice’s awards, he has received the University of Minnesota School of Public Health Distinguished Alumni Leadership Award, a National Institute of Health doctoral fellowship, and the American Hospital Association’s Corning Award for excellence in hospital planning. He is a member of the American College of Healthcare Executives and a Fellow of Health and Life Sciences Partnership in London. Dr. Rice holds master’s and doctoral degrees in management and health policy from the University of Minnesota.
